Impact of the applicability of public policies on mental health, Tierralta Municipality, Córdoba, period 2024-2027

Abstract

In Colombia, there is a sustained increase in mental health problems. The objective of this study was to examine the results derived from the implementation of public policies, "mental health", municipality of Tierralta Córdoba, period 2024-2027. Methodological rigor was guaranteed through the triangulation of documentary sources, articulating three levels of analysis: 1) Strategic framework and global challenges (WHO and UNDP); 2) Legislative framework and implementation trends at the national level; and 3) Specific management and local applicability (Tierralta Development Plan). The results revealed a weakness in the applicability of category 6 municipalities such as Tierralta Córdoba, which when observing the implementation of the municipal development plan does not contemplate the implementation of public policies with a focus on "mental health" that promote social progress and regulatory implementation, such as "Law 1616 of 2013".  Its "main objective is to guarantee the full exercise of the right to mental health to the Colombian population." It is concluded that, despite a robust and modified regulation with clear objectives for the administration and the population, implementation at the local level has been precarious. It is recommended to contribute and invest in scientific research, support universities that implement research and promote research in municipal institutions for their scientific development.
