The intercontinental threat of narco submarines

Abstract

The purpose of this study is to determine the current use that Transnational Criminal Organizations (TCOs), are making of narco-submarines, specifically semi-submersibles for transporting Cocaine Hydrochloride (CHC), from South America to other continents. The evolution and technological development of these devices have made these intercontinental routes, which until a few years ago were considered impossible, now very common. The characteristics of semi-submersibles, which make them very difficult to detect once they are in the open sea, have made these devices the most modernized within the modalities of maritime drug trafficking. Their current capabilities allow them to carry tons of narcotics, thousands of kilometers away, with a low probability of detection and neutralization, even with such modern capabilities as autonomous navigation, becoming an intercontinental threat that exceeds the capabilities of state law enforcement agencies. All of this leads us to reflect on the need to improve the detection systems used by naval forces, the ability to share information instantly, and the power to operate in a multinational and coordinated manner, evolving from tactical reaction to strategic anticipation.
